How Minimum Spawn Levels and Region Tiers Work in the Palworld Breeding Power Table

The Palworld Breeding Power Table lists more than a Pal's breeding power and breeding type. It also shows three details that matter when planning an early breeding route: Lowest-level Spawn Region, Minimum Spawn Level, and Region Tier.

These fields do not measure a Pal's combat power, and they are not derived from the breeding formula. They answer a different question:

If you want to use a Pal as the starting point for a breeding route, what is the lowest level at which you can encounter it, and where can that happen?

This guide explains where those values come from, how they are ordered, and what they do not tell you.

Minimum Spawn Level includes more than field spawns

Minimum Spawn Level is a reference for the lowest level at which a Pal can first be encountered or obtained.

It is calculated from three types of actual in-game placements:

1. Overworld and dungeon spawns on the main map and The World Tree;
2. Fishing spots;
3. Meteor and supply events, mainly for Xenovader, Xenogard, and Selyne.

For each Pal, the table uses the lowest spawn level found across those records.

That means this column is not simply a “lowest wild level.” Fishing or events can make some Pals available earlier than their ordinary field spawns. Azurobe, for example, has a lowest field-spawn level of 35. You can instead fish one at level 23 in No. 1 Wildlife Sanctuary, or at level 10 on the Isle of Decayed Treasures.

Raid Boss Pals do not have map spawn locations, so their Region Tier is shown as — in the table. Their Minimum Spawn Level is still recorded separately from their actual in-game level.

How is the Lowest-level Spawn Region selected?

After gathering every spawn record, the table needs to select one region to display. Records are compared in this order:

1. Lower spawn level comes first.
2. If the minimum level is tied, the region with the lower Region Tier comes first.

So Lowest-level Spawn Region is the region selected for the Pal's lowest-level encounter. It is not the only region where that Pal can appear.

Raid Boss Pals are summoned with slabs at a Summoning Altar rather than found in an explorable field region. The table displays Summoning Altar for them so that an acquisition method is not mistaken for a normal map location.

What is a Region Tier?

A Region Tier is a consistent grouping of a map area's wild-Pal encounter level strength. It is not a main-story progression label.

To calculate it, the data first finds the lowest level among the region's wild spawn records. It then calculates a weighted average spawn level from each spawn group's level range and appearance weight. Those two values are averaged and rounded; the resulting score is placed into a tier in ten-level bands.

Region score = round((region minimum spawn level + region weighted average spawn level) / 2)
Region tier  = one tier for every ten levels of region score

A higher number therefore usually means that a region's wild Pals have higher overall encounter levels. The game's route often leads players from lower-strength areas to higher-strength ones, but that is a common consequence of the design—not the basis for the calculation.

In the breeding power table, Region Tier mainly helps you compare the overall encounter-level strength of the regions where different Pals are first available.

It is not a recommended player-level label, and it does not mean every Pal in a lower-tier area is easy to catch. A level 38 Mammorest boss near the starting area is still far beyond what a new player can realistically catch.

Three event Pals

Xenovader and Xenogard have no regular field or fishing spawns; they appear through meteor or supply events. Those event locations are their spawn locations. Selyne has field spawns inside The World Tree; to encounter it outside The World Tree, look for the event on Sakurajima.

These examples show why you should not judge an early low-breeding-power target only by the high-level map where it is usually found. Event and fishing sources can change the lowest-level encounter data.

Using the three columns to find an early breeding starting point

Use the breeding power table in this order:

1. Find Pals with low breeding power.
2. Check Minimum Spawn Level and remove targets that are clearly out of reach for your current level.
3. Check Lowest-level Spawn Region and Region Tier to see whether the relevant area is accessible and what sort of wild encounter levels it contains.

This still does not prove the absolute earliest way to obtain a Pal. A Pal that normally appears in a high-level region may be bred directly from two Pals available much earlier. That requires a separate look at its breeding formulas, not just its own spawn data.

Data scope and limits

This guide includes field and dungeon spawns, fishing, and meteor or supply events. It does not treat a Pal's most familiar field location as its only source. The table shows one selected region for each Pal; other locations may still exist.

Region Tier is a comparison and sorting tool, not a replacement for real exploration conditions. Time of day, whether an event appears, map access, and your equipment and party all affect whether a Pal is practical to obtain.
